Maybe it's the proximity to the marine base in Iwakuni? I've never been to Kyushu, but I've heard establishments in areas such as those around Sasebo and other military bases will have some exclusionary signs put up (although I've also heard its less common now than it was before)...
I go to restaurants, onsens/public baths, karaoke-kans, izakaya and so on ALL the time, I've yet to see any discrimination - and I'm about the whitest dude ever.
