キュン isn't really a word strictest sense. It's a "gitaigo"
"擬態語 (hiragana ぎたいご, romaji gitaigo)

there are tons of these kinds of "words" in Japanese. For example, ドキドキ、 ワクワク、ウキウキ、ムカムカ、etc.
Anyway, 君に胸キュン is an expression you use to tell someone (the person referred to as 君 or "you"）, either directly or in your head, that you're in love with that person and the thought of that person makes your heart skip a beat/hurt or takes your breath away. But I must add that this expression sounds very manga/anime-esque (especially manga for girls) and isn't commonly used the real world.
