First of all, you need to totally disregard English when learning Japanese and I do mean it. You can't think in English and speak Japanese, it won't work. There is no one word in Japanese that functions exactly the same as When in English.
いつ can be written as 何時 but usually it isn't because なんじ (what hour of the day) is also the same Kanji.
いつ is used to denote "what time". 時(とき) is used to say the time that x occurs.
いつ日本に行きますか?(Literally) What time period will you go to Japan?
日本に行った時に声をかけてください。 (Literally) At the time that you go and arrived in Japan, please give me a yell/tell me.
