I believe you are MMM. Your opinions of China are always overly negative (in my opinion).
As for Chinese cities not making it, they only chose a select few cities (in my opinion the wrong ones, such as Shanghai and Beijing). If they had chosen some of the less known ones, like Shenzhen or Guangzhou, I'm sure they would've made it higher than 98th (which was for Shanghai).
The economist one is kinda stupid. Most rankings done by most countries (even the French who love to say France has the best Qualité de vie) puts Zurich first, so straight away, I'm not really a big fan of the economist ranking. Plus, they've only got 140 cities. If Algiers beats most Chinese cities, then, the ranking seems even stupider to me (if they actually did consider more than 140, but simply posted the top 140). So, if they considered 140 cities, without any Chinese cities, then it's no surprise that no Chinese cities are there
