Yes, you can just go to the station and pick up a ticket. I imagine Golden Week and New Year's might be more difficult. When you buy your ticket on the 30th buy your return ticket at the same time (it's cheaper) The Hikari from Tokyo to Kyoto runs every 30 minutes (12:03, 12:33, 1:03, 1:33, etc.)
Nozomi runs every 10 minutes or less from Tokyo, and there are 10 Nozomi trains between noon and 1:13 on March 27.
