just read your post now, and I would like to recommend Yokohama to live at.
Yokohama is about 30 minutes away from Tokyo, but cheaper housing fee, fewer people, and cleaner air than Tokyo. For me as a Japanese, living in Tokyo is too crowded, too noisy, and too smelly!! I AM SERIOUS.
Both Yokohama and Tokyo have large foreigner population.
If you like manga/anime cultures, you must go to Akihabara...where most geeks and nerds go. You will get to know what I am saying if you google search it.
