I think you are looking at 2 separate phrases there, but I might be wrong.
I see it as "it's a cherry tree and it sings in the wind". I doubt I got it right tho hee hee. Above all the dictionary form of a verb followed by the copula is completely new to me.


降り注ぐ雨 マジで冷てぇ
暗闇の中 歩くしかねぇ
everything’s gonna be okay 恐れることねぇ
