Well excuse me if im wrong.. but this is the first I've ever heard of this..
EDIT: seems like you was right, i do appologise.
Seems its only a web term though thats why I haven't heard it. 80% of my japanese is done with my native friends/Sensei/classmates so..
I'm sorry for all the bad stuff I said and all the feelings I hurt.. Please forgive me
