If you're just starting you might want to check out Human Japanese, although it is $10. So if you're willing to spend that, check out the lite version first. HJ includes grammar, characters, phrases, and more.
You could also pick up kotoba like alan suggested for a free dictionary.
If you just want phrases, you could look at Japanese Phrases for $4, of course make sure you look at the free version first.
