"Homeschooling" is exceedingly rare in Japan, but is not non-existent. Japan's Home School Support Association estimates there are around 4,000 students that study at home. This represents that only ~0.003% of Japan's population. Being such an incredibly low percentage of the population, it is not surprising that there is a perception that it does not exist.

This is not an bad idea. However, I know of an amazingly simple and accurate method to identify the country from which he is accessing this forum. I will not give this method in the open, but will pass this over to the moderators via PM. It will not attest to whether or not he is Japanese, but will verify his location.
