Visual Kei is when a musician, or the most common case of J-Rock, dresses in elaborate, complex, or very planned out outfit. They are probably most well known as dressing in such fun/crazy/interesting apparel, sometimes known for dressing up more than their own music.
As we can see, the word visual is used for the style, thus the appearance of the rockers is enhanced.
