Hm, Green tea is always very cooling on skin.
The Green tea rinse might help you feel a bit better, basically, you make green tea [teabag, boiling water] and leave it in the fridge to cool down. When you want to use it [providing its cool, rinse your face with warm water, then green tea.

to CONCEAL redness of skin, I would invest in green based concealer [it combats redness] BUT lucky for you, Asian cosmetics have come a long way, They now have a product called BB cream which is basically blemish balm cream, its like a foundation, but it works as a moisturiser, spot healer at well. Many plastic surgeons give it to their patients to help them cover and heal. =) There's a shitload out there [check the online cosmetic store list-stickied] but i personally use skinfood. ^^ For your skin, skinfood aloe would be great!

Have you tried, the emulsion based face washes? I know that dry skin works well with emulsion based face washes e.g: Shiseido Benefiance line.
And for body lotion, you should try Nut based lotions e.g: Brazil nut body lotion and coconut ones, because they also release natural oils which are great for dry skin. Palmer's cocoa butter for hands are also amazing. ^^
