Generally it is just ignorance. Those symbols mean so much for those fought or were oppressed by the Nazis, even some 60 years later, but for countries that weren't as directly affected the symbols can literally become fashionable. It doesn't mean they are Nazis.

One of my favorite pics I have from Japan is of a 10-year-old kid wearing a "A friend with weed is a friend indeed" t-shirt with a big marijuana symbol. And this was at school.
Yeah, I knew the nazi memorabilia was kinda big in Japan, I didn't know about it in Thailand, interesting none the less.
