But they`re not the same. There may be situations where they could both be defined as "according to" - but the meanings are quite different.
For example, the "according to" in "according to the circumstances" would be によって... But I`m sure that everyone will agree - the "according to" in that phrase carries a different meaning than the "according to" in, say, "according to the newspaper"(によると).
Dictionary definitions only go so far because of these subtle differences in usage - both English and Japanese. It is much better to define them as something with a clear difference, even if that does lose some minor aspect, to keep the meaning clear.
