No no noooo Lolita is not meant to be skimpy at all! It bans everything skimpy! You can't show cleavage, your skirt can't be too far up the knee, you can show too much chest or sleeves even. I think you've got the wrong idea about it for sure. It is meant to be refined and elegant.

And you'd still get negative comments in Japan if you aren't in Harajuku. Wearing this stuff in daily life in Japan would get you funny stares at the least.
