i'd say boogiepop phantom is the weirdst anime ever followed by lain, ergo proxy, texhonalyze, ghost hound, paranoid agent, paprika, perfect blue.
i'm not quite sure if "weird" or creepy is the word to best define boogiepop and some of these on the list above
