It is indeed what it means. The second character means "place" or "location," and the first has to do with bodily functions. I guess it literally means "convenience," but the word for pee is 小便 and the word for poop is 大便. I suppose these literally read as "small convenience" and "large convenience."
At first I forgot this, and read the tattoo as "convenient location" (my first instinct when seeing the kanji is always 郵便局 (post office)). But then I remembered the other meaning.
