I am not 100% on why they didn't do anything about the planes but they definitly knew about it. The u.s. was given the radar by their allies the british. FDR had been goading japan into retaliation through embargoes that were causing strain on the economy since there are no natural oil resorces. The u.s. knew that japan was doing somthing but had a so much information that they didn't know what to make of it. They also highly underestimated japan as an enemy.
Maybe some people should just search the internet or pay attention in class. Look for your self. Make your own opinions.
