Don't feel bad, 90% of the posts on this board are from first timers who want songs translated or words defined. I personally enjoy finding smart ass ways to respond to them but someone usually beats me to it. But anyway, i'm sick of studying law for tonight so i'll try translating your passage, but i make no promises.
"As of 6:30, a special state of emergency has been declared. The rapid spread of infectious disease in Tokyo has necessitated the use of extreme force to prevent further infection of the surrounding regions. In approximately 24 hours, the national defense force will begin widespread bombing operations to neutralize the contamination threat. Any remaining survivors in the Kanto region must evacuate to designated disaster relief and rescue centers in the Hyogo prefecture of Kansai immediately."

for some reason i felt compelled to keep it to the same number of sentences. the grammar should be ok but i'm sure i used some of those unfamiliar words awkwardly.
