With the eyeliner, it's normally best to apply it just under the lash line, not along the waterline. It would look too 'pretty' otherwise, if that makes sense? Grey eyeshadow is good to use as well, it's a lot less harsh than black.
Try applying a small amount underneath your eyeliner, where the bags would be, then use a smudge brush to blend it in. Sweeping some loose powder over your face may help with the pale look, or even just even out your skin tone
