I guess I will turn the question around. You are in Japan. Not St. Thomas or the Middle East. So who is saying the girls shouldn't be dressed that way?
Whoever says a woman had a rape coming because of the way she dressed is ignorant. Outfits that attract attention will get attention, but there is never any excuse for physically attacking someone because they are wearing a revealing outfit.

Simple as. What we wear, represents us, and our personality. If you wear mini-skirts to the point where you can see cheeks, on the street, then you'll be seen as a whore, and people will act like you're a whore.
Yes, they don't deserve to be molested, or raped. But really. I don't see a point dressing like that unless you WANT to have some sort of sexual action.
You can dress provocatively, and still not show skin, and keep your pride. That's different to dressing like a slut.

It's fashion, Salvanas. They dress to get attention, to be more fashionable than the girl next to them. The big bleached hair...the garish makeup...the miniskirts. It's all about attention, and even to them it isn't really about sexuality, despite what male eyes see.
So I completely disagree with you here.
