Yes, there is certainly cultural influence involved. However, if you dress like a prostitute, don't be surrprized if you are treated like one. It's commen sense there, treat a dog to bite, it will bite.

Had a case in Florida I believe, where a woman was raped at a bar. She was wearing nothing but a fishnet when she went there and was danceing on the pool table suggestively before hand. The judge threw the rape charge out on the same premise, "she asked for it". I suppose one has to ask wether a girl is "reveling" in her sexiness or flaunting her "wares", when she dresses a certain way. Afterall, if a girl goes into a Chip'N Dales, she expects the men there dress like strippers, because they are.

Males in general will act like pigs if they aren't taught well from birth, it isn't just American men who act like pigs, many nations have that problem. Burqa anyone?

I do agree that American males have declined in manners for the last few decades, I blame poor parenting and schools for teaching them they aren't anything more than smart apes, so it's no wonder they act like apes. Remeber the rape of a girl by 10, while 20 watched? Took place on a school ground.

If you want men to behave like boyscouts, you have to train then that way.
If you want women to behave as chaste maidens, you have to train them that way as well, it's a two way street here.
