When the US started removeing bases in Germany they got huge protests by the locals. Because a base full of thousands of soldiers, spend alot of money in the local economy.
It might be that both sides wanted to find a solution to a rogue incident that kept the locals happy in both reguards to the economy and the idea that "government" was protecting them from henious acts.
Besides, who here doesn't believe thier government and the US government or any government for that manner, doesn't have secret deals in place?
