That is a culturally biased perspective. In some cultures dressing with your ankle exposed would be the same as "dressing like a prostitute".
These women are not seen as prostitutes, are not trying to dress like prostitutes, and are not out to get raped.
If you see them as dressing like prostitutes that is because you are seeing them through the lens of your culture.

What is you basis for saying that? There are twice as many rapes in Canada as there are in the US per capita. Why aren't we talking about what pigs Canadian men are? Almost four times as many rapes per capita in South Africa. But no...it's the American men that are pigs.
