You realize that you first need to KNOW Japanese to read a Japanese magazine or newspaper? Being able to read a newspaper is kind of the unofficial marker that you're
fluent in Japanese. Anyone with less than an upper-intermediate/lower-advanced knowledge of Japanese could stare at a magazine or newspaper for hours on end and not be able to learn a thing.
And like Nathan said, you're underestimating the cost of things. If you're importing materials from Japan, you'll be lucky to get 5 items for $50.
But there IS one thing I can think of that might be along your lines -
Hiragana Times - Friends Finding, Travel and Living in Japan
It's a Japanese magazine aimed at people who are learning Japanese - it has articles about Japanese topics, written in simple Japanese. Other than that, I can't think of much else aside from children's books.
