You have to pay for bags in Japan, too. So what do people do? Use "eco bags". not enough people will make sacrifices simply for the sake of the environment.
However, if there is an economical incentive, then people will do it. That's just human nature. The stores don't charge for plastic bags to make money, they charge to encourage people to use "eco bags".
