I was actually surprised when I looked up people named "Arne" on Wikipedia to see how their name is rendered in Japanese. I found this guy:

This confirms what you said. But technically his name is Scandinavian, not German (although the differences between the two are vanishingly small).
However, if my knowledge of German phonetics isn't off too much, I would have thought アーナ or アルナ would be better. The "e" at the end
is pronounced like the English schwa, isn't it? In German it is, right? Ich heiße Götz aber spreche nicht Deutsch!
