I believe it was one of the massacres approved by the US government during the Korean War. The South Korean government (as well as the military) was a puppet gov't of the USA at that time.

Roh Mu-Hyeon officially apologized to the South Korean public about this. It takes a courageous anti-American South Korean president to overcome this painful past.
