No. A native speaker is not going to teach you a mixture of hyojungo and kansai-ben without distinguishing the two. おれ is just a more gruff form of the first-person pronoun.

You would pronounce it せんきゅうひゃくはちじゅうきゅうねんごがつみっか (千九百八十九年五月三日). You do year, then month, then date.

Also note 千 is the last one you can say "one X" without using 一 before it. If you say 1,000, you can say 千. But if you say 10,000, you
must say 一万 rather than just 万.
