It is meant that you will not meet never.
(less formal form. For intimate relationships - kinsmans, friends, etc. Only if to address to one man)
"прщайте/прощай" is used extremely seldom.
Only in that case if you want to emphasize impossibility of meeting in the future.
In usual situations is used "до свидания". Even if the probability of repeated meeting is small.
