This leaked document is not complete, verified, finished, or supported by a non-anonymous source, so I am not going to waste too much time formulating a deep opinion about it.

In terms of international copyright protection, I think it is important and people that use the Internet to traffic essentially stolen goods should face punishment. I think ISPs that do not act against users that participate in those activities should also face some kind of punishment.
