ニコニコ動画(9). It is the most visited video broadcasting site in Japan. Many Japanese people use Skype for voice conversations. I use to broadcast live on nicovideo(for a small fee) and many Japanese people added me on Skype. I think this is the absolute best way to meet Japanese people over the internet.
