Hi! I study at Sophia University as a degree student and I agree that the vast majority of the foreigners in Tokyo dont speak a word of Japanese and have little interest in doing so because, take my word for it, if you are determined you can find someone who speaks english anywhere in this city. In my university, if you come as an exchange student though, I help run a project for the exchange students called JAT, Japanese assistant teaching, i know the name isnt a very good one but it was translated from the japanese version by a Japanese not all that proficient in English. I recommend Sophia University, naturally because i go there, though I do admit the cost of living is unbearably high. If you want to live cheapest, you can be placed in a homestay but expect an annoying, long commute as most families are smart enough to live in the outskirts. If you decide to come to Sophia, do get in contact with me, I have a lot of experience integrating the echange students with the japanese students, recently the english speaking campus was moved to yotsuya to be shared with the japanese speaking campus so actually the student population is 99% japanese. In ichigaya it was all english speaking so the foreign students were very annoyed. Thanks!!
