I would say that for Japan it would be: "I`m sorry I`m late. I will do my best not to be late again, and will take responsibility for whatever problems arise because I inconvenienced you."
I can`t comment on England...
And the US would be more like "Yeah, I`m sorry I`m late, but my alarm must have broken because it didn`t go off - and my stupid mom was supposed to wake me up but didn`t. So it`s not my fault, really."
