I think someone who cannot speak Japanese wrote this.
It, in very poor Japanese (or, on second thought, maybe this is Kansai dialect—I just don't speak that dialect very well so I don't know), says something about how it's been a while, a baby was born in August, something about Macchan (Mary? Mark? Matt?) (is this you?) being in Australia, she wrote a mail but no response came, Macchan is working hard at work too, right? Something about wanting to live in Bali again and surf.
When in Bali (Indonesia) the writer studied Indonesian and it was really so much fun because of Macchan.

Now this writing was
rife with spelling errors. Leads me to believe it's a non-Japanese who lived in Kyoto or Osaka at one point. Am I correct?
Otherwise, I suppose it could be a Japanese person who does not know how to romanize Japanese. Or maybe I just don't understand the quirks of this Kansai dialect.
