Skype most certainly is not banned in Japan. It seems to be the service of choice for foreigners in the country to communicate with friends and family outside Japan.
It is banned in other countries, however, and apparently one of the people who replied to you lives in a country where it is banned.
If anyone is trying to find me… Tamyuun on Instagram is probably the easiest.
