But I am not saying everyone is a thief. Only the thieves are. It doesn't take everyone stealing to put a store out of business, only a certain percentage.
What question am I eluding?

The average consumer will be never be turned onto pirating or stealing as long as they know that it is illegal.
Many teenagers want cars, but can't afford to buy them. What percentage of teenagers go out and actually steal a car. I am going to guess it is well under 1% of teens. So I think your argument that "people are going to steal regardless" is an empty one. If people truly understand it is wrong, the vast majority will not engage in criminal behavior to fulfill their needs.
