That is so depressing.
But at least they got to walk outside that is something they look forward too.

Up here in Hokkaido I do feel sorry for a lot of dogs though. Most houses do not have any fencing as fences don't really last long in a Hokkaido winter so dogs that don't live in the house are continually chained up. Sure they usually get walked once or twice a day but for the remaining time they are chained up. Can't imagine it's all that exciting for the dogs.
