The main idea of the comedy routine is the players have names that are exactly the same as questioning words or phrases in English.
The player on first is named "Who". The other guy interprets it as a question, and the routine goes from there. I do agree that even for native English speakers, it's extremely confusing. That is the central idea of the comedy routine.
