On animanga events, a lot of people wear lolita and cosplay, even though it's clearly not fit for them. In the cosplay department, a lot of them treat it as some sort of carnival, neglecting all the rules to cosplay and just do whatever they want (even though it means they fail).
As for lolita, you can't forbid someone to wear something, but you need to have self-knowledge. Nobody can forbid someone to put an underwear on its head and walk down the street, but if you have some common sense, you know it's ridiculous.
If you're overweight, just watch out with what you're wearing. You know that fashion is mean, and it's clearly not for yourself (people who say that are lying, or they don't realize that it's for other people). Fashion isn't for yourself, you're happy because you think it's beautiful. Beauty is something subjective, something that other people decide. For instance, the sense for beauty changes throughout the century. It doesn't make sense that people say they wear something, regardless of what other people think.
Because I haven't heard anyone who likes to wear underwear up its head as fashion. But I heard about people who like lolita, because they feel accepted in a lolita group, even though not in other fashion groups.
