I know exactly, as part of my job is doing official translations for manga.
It can be one to two years, or it could be decades (like Black Jack). Or it could be a few months...Some English releases "catch up" with the Japanese ones. There is no one timeline, it depends on the series.

But you would not be waiting for inordinate amounts of time if you weren't stealing in the first place. Your statement implies you are "owed" the material at the same rate it is released in Japan.

Manga first started appearing in English in the late 1980's but didn't start picking up steam until the early to mid 90s. (Pre Internet and pre-scanlation). I would not call people who steal manga of the Internet "fans". But I don't think you are quite understanding what I am saying.

These thieves appreciate the work of the scanlators as much as they appreciate the work of the original artists. Since they value the work at the pricetag of $0.00 What appreciation is shown?

As I said in an earlier post, the scanlators are also victims in a way, as it is the sites like One Manga that set up a system where they have scanlator groups doing all the work, but it is One Manga that made money off of it....not the scanlators and not the creators. And look, in a blink of an eye, it is all gone.

Difficult and impossible are two different things. I do feel for people that have developed a taste for something that doesn't exist in their country...however, that still doesn't make stealing OK or legal.

Have you read the comments from the scanlators when sites like One Manga shut down. Their bubbles have been popped and reality sets in, and they are angry. Instead of feeling like Robin Hood, stealing from the rich and giving to the poor, they realize they are the ones who have been stolen from. They are not considered heroes, but disposable slaves who are also anonymous.

It's a good read, I think you will enjoy it.

But to start to answer your question it must be pointed out that the question makes a big assumption: people that use manga pirate sites are manga's biggest fans. I would counter they are manga's worst fans.

But my opinion isn't as valuable as the opinions of the actual creators, though. Read the original ways they would like to see scanlators meet thier untimely demises. It involves cancer, lightning, meteors, etc.
