They wash their hands and rinse their mouths,because they should use hands(拍手) and mouth(祝詞) when they pray.

However,they usually don't know how to recite a Shinto prayer.So only hands
are used in reality.

If you were a Kami,you would dislike the person whose mouth is dirty and smells bad.
