Unless it is a name belonging to a japanese national, then no, and even in that case, it's unusual. The characters separately mean 'person' and 'benevolence', although the second one has several meanings. Together, they do not mean ~anything~, it's basically nonsense, and I kinda doubt any japanese person reading it would pick up on 'tonii' without prompting either.
