Japan does have it's own army. They have the 7th highest military expenditure in the world behind the US, China, UK, France, Russia and Germany. In the town I live there is quite a large army base which is a very important part fo the local economy. Just because Japan has a non agression clause in their constitution now does not mean they have not maintained a substantial defence force. Or are you saying that Japan should be able to change the role of their forces from one of defence to focus more on offensive capabilities?
