Are you asking how the verb in 国際会議がこの町で開かれます is read? If so, it's read ひらかれます.
開（ひら）く (transitive) = to open, to hold
You ひらく things. (doors, windows, shops, conferences, etc)
開（あ）く (intransitive) = to open
Things can あく by themselves. (A door by a wind, for instance)
