As you age, it gets harder, not easier, to learn a new language.

That being said, it's still possible, and if OP wants to learn Japanese, he should go for it. Especially considering he's in France, where, worst case scenario, he could commute to Paris easily and find a crapload of Japanese speakers and probably some good language schools.
