Just looking at the first picture it seriously looks like a toilet seat (which are often heated in Japan, and deodorized...) .

ha ha maybe, this is oil heater and yes its for living rooms, i think its old now but here in Jordan i think we still use it cause it save energy and oil and we usually try to find devices like this
