I can tell you about the Seattle area...
The cops here tend to take advantage of their power.
A few months ago a woodcarver was shot and killed. The man was not facing the police, and couldn't hear them- he had his headphones in! The man hadn't threatened anyone with the knife, was not doing anything illegal...
And that's just one example.
I've seen police turn on their sirens and lights just to get ahead of traffic.
