I wonder if all the restrictions Japanese people put on the gaijins, forbidding them to frequent, etc., has much to do with the legal repercussions involved if any altercation ensues. If the gaijin creates a stink and the authorities are called, the fact he's a foreigner adds to the paperwork involved and those establishments don't want headaches involving passport holders. Could that be something plausible?
