I stayed at New Koyo for a while. Its an ok place with small rooms. The location is ok (1 station of Ueno) and you can walk to Asakusa in 20 min or so. You dont get your own toilet but there is a japanese bath downstairs and a few showers (can get crowded in the morning).
There is now curfew as you get a number to enter the door and it is in a quit neigbhorhood. There is also free wifi.
The place is cheap but the rooms are small. The staff speak reasonable english and will be able to answer your questions.
There are about 10 other places like this is the same area but they all run around the same price. I havenĀ“t tried any of them, so i cant give any further advice.
